Department of the Army, Logistics Civil Augmentation Program VI (LOGCAP VI).

 On July 24, 2026, the Army released the an RFI, LOGCAP VI HTRO Matrix and Draft LOGCAP VI HTRO Data Dictionary. Interested offerors are instructed to submit a brief white paper exclusively focusing on new data, new capabilities or direct responses specific to the questions posted in the RFI. Offerors are cautioned not to re-hash or resubmit a previous response to the first RFI. Response to the RFI are due no later than 10:00 AM CT on August 7, 2026. The solicitation schedule for this $82B Small Business Set-Aside and Full and Open/Unrestricted MATOC establishes a presolicitation notice to be posted in September 2026 with the final RFP schedule for release in January 2027. Award is anticipated for January 2029.

Four to Follow

  1. Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Security Product Engineering Cyber Technical Response and Analytics (SPECTRA). On July 24, 2026, GSA AAS released the Procurement Forecast, which included the SPECTRA forecast, detailing the planned evaluation method to take place via video. which CISA has need for a contractor to provide cybersecurity, technical and engineering subject matter experts support services essential to the operation and execution of programs and priorities. This $999M opportunity is currently being drafted with a final RFP estimated for release in January 2027 with an anticipated award in April 2027. The competition type is currently unknown.

  2. Department of the Navy, US Naval Hospital Yokosuka Alternation Project. On July 23, 2026, the Navy released a sources sought notice with a draft Design-Bid-Build (DBB) project description on work set to be performed in Yokosuka, Japan. Interested parties should submit the Contractor Information Form, detailing experience providing similar work, including renovation and demolition; repair or replacement of built-in equipment, piping, electrical, and mechanical systems; site and exterior work; lead-based paint and asbestos removal; Temporary Phasing Facilities; and procurement, relocation, installation, and certification of real property installed equipment and personal property, including medical, furniture, and low-voltage system equipment. Responses are due no later than 3:30 PM JST on August 10, 2026. The final RFP for this $250M Full and Open/Unrestricted effort is set for release in November 2026 with an award in March 2027.

  3. Department of the Army, Family of Medium Tactical Vehicles Manufacturing Maintenance and Services (FMTV A2). The Army requires a contractor to provide System Technical Support (STS), Maintenance Technical Representative (MTR) support, and Total Package Fielding (TPF). All vehicles must be built to the FMTV A2 Product Level Technical Data Package (TDP) and meet the FMTV A2 Performance Specification. This $476M opportunity is set for release in October 2026 with a potential award in October 2028. The competition type is currently unknown.

  4. Department of War (DoW), US Army Corps of Engineers (USACE), SOF Operational Ammunition Supply Point. On July 22, 2026, USACE released a sources sought for interested contractors to provide responses to the RFI, detailing experience performing comparable work. USACE requires construction of the first phase of an Operational Ammunition Supply Point (ASP) at Fort Liberty, NC. Responses are due no later than 2:00 PM ET on August 21, 2026. The final RFP for this $175M effort is set for release in July 2027, with a potential award in September 2027.

In competitive bidding and government contracting, a successful Price-to-Win (PTW) analysis determines the sweet spot: a price low enough to win the contract, but high enough to remain profitable. Achieving this balance requires looking through both a wide-angle lens and a microscope.

Without micro scrutiny, a company risks submitting an unviable bid or getting disqualified during cost-realism evaluations.
