The Army's Program Executive Office - Intelligence, Electronic Warfare & Sensors (PEO IEW&S) released the AIS@P Draft PWS in November 2024 and the Draft RFP in December 2024. The Government held a virtual AIS@P Industry Day on Tuesday, January 7, 2025. Industry Day slides were posted the same day. PEO IEW&S plans to conduct more market analysis as they expect to release another RFI to industry on or about January 13, 2025. Their current plans is to release an update to the Draft RFP in February 2025 and a Final RFP for the base Multiple-Award Task Order Contract (MATOC) in the March 2025 timeframe. PEO IEW&S plans to award Base Contracts in Q4 of FY 2025. Contact Hinz for proposal support on this critical bid.

Four to Follow:

  1. Army MAPS IDIQ: The Contracting Office released the updates to the draft Sections L and M of the RFP on December 13, 2024. Current Government estimate is to release the Final RFP in February 2025 with proposals due 30 days later. Awards are estimated to occur in August 2025 on this $50B+ multiple-award IDIQ (MA/IDIQ) vehicle.

  2. FBI Regional Multiple Award Construction Contracts 2 (RMACC 2): The FBI is still working through the strategic plan for this requirement on this upcoming recompete of this estimated $600M MA/IDIQ which has 27 incumbent contracts. Most of the incumbent awards are set to expire on or about April 19, 2025.  Given the estimated release of a Final RFP in March 2025, expect bridge contracts to be put in place to allow adequate time for this acquisition and proposal evaluations.  

  3. Facilities Acquisitions for Restoration and Modernization (FARM III): The Air Force is looking to recompete the existing FARM II contract held by four incumbents. The best estimate for a potential RFP is in the June 2026 timeframe as the current contracts are set to expire in March 2027. This potential recompete has an estimated value of $300M to provide continued support to the Air Force Test Center at the Arnold Engineering Development Complex at Arnold AFB, TN and other military test complexes throughout the U.S. This is planned to be a full and open, unrestricted competition with an unknown number of awardees at this time.

  4. Production Support Touch Labor Services for Norfolk Naval Shipyard: The Navy Contracting Office out of Norfolk Naval Shipyard released the Draft RFP for this estimated $99.5M recompete for the purposes of conducting market research. It is again envisioned to be a small business set-aside, MA/IDIQ. There are ten incumbent contractors. The current estimate for potential RFP release is in February or March of 2025.
