Cost Accounting Standards
Contact Tom: [email protected]
Cost Accounting Standards (CAS) in federal contracting are a set of rules designed to ensure uniformity and consistency in the measurement, assignment, and allocation of costs to government contracts. These standards are established by the Cost Accounting Standards Board (CASB) and apply to certain negotiated contracts and subcontracts with the U.S. government.
Key Aspects of CAS:
Applicability: CAS applies to negotiated contracts exceeding $2 million unless an exemption applies. A contract award of $7.5 million or more generally triggers full CAS coverage.
Standards: There are nineteen CAS standards, covering various cost-related aspects such as depreciation, pension plans, personal compensation, indirect costs, and more.
Disclosure Requirements: Contractors subject to CAS must submit a Disclosure Statement detailing their cost accounting practices.
Consistency in Cost Accounting: Contractors must follow consistent cost accounting practices in estimating, accumulating, and reporting costs.
Regulatory Framework: CAS is governed under FAR Part 30, which outlines policies and procedures for applying CASB rules to federal contracts.
CAS significantly impacts contractors working on federal projects by imposing strict requirements on how they account for costs. Here’s how CAS affects contractors:
Compliance Requirements
Contractors must follow uniform cost accounting practices, ensuring consistency in estimating, accumulating, and reporting costs.
They may need to submit a Disclosure Statement (Form CASB DS-1) detailing their cost accounting methods.
Increased Oversight & Audits
Government agencies, particularly the Defense Contract Audit Agency (DCAA), conduct audits to verify compliance.
Noncompliance can lead to contract disputes, penalties, or even loss of eligibility for future contracts.
Cost Allocation Rules
CAS dictates how contractors allocate direct and indirect costs, ensuring fair distribution across government contracts.
This prevents cost shifting, where contractors improperly assign costs from commercial projects to government-funded ones.
Administrative Burden
Compliance with CAS requires sophisticated accounting systems and trained personnel.
Small businesses or new contractors may struggle with the complexity and cost of maintaining CAS-compliant systems.
Competitive Impact
CAS compliance can be a barrier to entry for smaller firms, as it adds administrative costs.
However, for large contractors, CAS compliance can enhance credibility and increase eligibility for high-value contracts.

Executive Summary – Critical Bid Component
Contact John: [email protected]
The Executive Summary is a critical component of an effective capture strategy, delivering a compelling narrative that defines your value proposition and frames the proposal for success. Achieving this impact requires the Executive Summary to clearly address the following critical areas:
First Impression for Decision Makers:
The Executive Summary is often the first—and sometimes the only—section that key stakeholders and evaluators read.
It sets the tone for the entire proposal, showcasing your understanding of the client's needs, goals, and critical priorities
A strong introduction should be customer-focused, demonstrating a clear grasp of their mission and the purpose behind the procurement.
Aligns Solution with Customer Objectives:
Illustrates how the proposed solution not only meets but also exceeds the client's requirements, directly contributing to their mission and long-term goals.
Clearly articulates the value proposition, highlighting key benefits, desired outcomes, and unique differentiators that set your solution apart.
Emphasizes the speed to value, demonstrating how quickly the client can expect to see positive results and measurable impact.
Exemplifies Win Themes and Strategic Messaging:
Reinforces the strategic win themes through clear, persuasive messaging that resonates with the client's needs and priorities.
Articulates why your organization represents the lowest risk and best value partner, showcasing strengths and mitigations that align with the client's objectives.
Guides the Proposal:
A well-crafted Executive Summary serves as the North Star for the entire proposal response, ensuring that all sections—technical, management, and pricing—are aligned with the central themes and strategic messaging.
It provides internal alignment and consistency, enabling a cohesive narrative that reinforces the solution's value and strategic fit for the client.
Facilitates Rapid Decision-Making:
Recognizing that busy evaluators often rely on the Executive Summary to decide whether a proposal merits further review, it serves as a critical decision-making tool.
A well-crafted, compelling Executive Summary increases the likelihood of advancing your proposal and winning the bid.
The Executive Summary is far more than just a summary—it is a strategic tool used within the capture process to position your organization as the clear choice to WIN. Through compelling storytelling, alignment with customer priorities, and reinforcement of key win themes, it sets the stage for evaluators to recognize your solution as the best value and lowest-risk option.
