On May 29, 2025, the Contracting Office released a preliminary schedule showing the Industry Day for SOFGSD is scheduled for June 16, 2025, at SOFWERX in Tampa, FL. There will also be a virtual link for those unable to attend in person. The RFP for this $3.2B, Small Business Set-Aside IDIQ is anticipated for release the beginning of July 2025, with an estimated award time of February 2026. Department of the Army, F22 Dormitory Langley AFB. The Army Corps of Engineers is seeking construction services for a F-22 Dormitory at Joint Base Langley-Eustis, VA. This $100M project involves constructing a dormitory to house 144 enlisted personnel. The estimated timeline for a final solicitation is September 2025, with the award date falling around February 2026. The competition type for this effort is currently unknown. The Department of the Air Force, A10 Strategic Plans and Policy Support Services. On May 29, 2025, the government released an RFI and Draft PWS through OASIS+SB and Unrestricted. Capability Statements or questions are due by July 31, 2025, no later than 10am ET. The estimated release date for this $90M opportunity is March 2026 with a potential award timeframe of August 2026. The United States Marine Corps (USMC), MAGTF Operations Center Training Team Operational Support Services (MOSS MOCTT). The Government released a pre-solicitation notice on May 30, 2025, to announce the procurement services for this $70M IDIQ will be solicited as a SDVOSB set-aside as a single award. The projected release of the final RFP is June 18, 2025, with an estimated award date of September 2025. Continue to monitor SAM.gov for further information.
U.S. Department of Treasury, Internal Revenue Service (IRS) Customer Integration Gateway (IRS CIG). The IRS is aiming to increase control and centralize management of application hosting infrastructure to enable development teams to test and deploy new capabilities efficiently. The project release timeframe for this $1.7B Multiple-Award BPA is June 2025 with an anticipated award date of September 2025. The competition type for this effort is currently undetermined. Using efficiency calculations in proposals can offer several advantages, particularly when it comes to reducing overall price by lowering the level of effort (LOE) required for certain roles. While not all contract positions lend themselves to LOE reductions, functions such as project and program management often benefit from efficiency gains—especially in tasks that are repetitive or process-driven.
Incorporating efficiency calculations into labor estimating is a powerful strategy. It enables businesses to make informed, data-driven decisions, optimize the use of resources, and enhance overall productivity. Here’s why this approach is so valuable:
Accurate workforce planning – Efficiency calculations help determine the actual labor required, minimizing the risks of under- or overstaffing.
Cost control – Businesses can forecast labor expenses more precisely, avoiding unnecessary costs while maintaining adequate staffing levels.
Improved project timelines – Understanding realistic work rates enables managers to set achievable deadlines and reduce the risk of delays.
Performance benchmarking – Efficiency metrics allow comparison of current productivity against industry standards or past performance, helping to pinpoint areas for improvement.

Efficiency calculations are essentially a way to fine-tune labor allocation for maximum impact—leading to better results, fewer surprises, and smarter use of resources. One useful model is the Wright’s Model, which is simple and effective. All you need to consider are two things:
the estimated time it takes to complete a given task, and
the efficiency percentage you hope to achieve.
While efficiency calculations are commonly used in production or manufacturing contracts, they can also be valuable in other industries. Some contracts may restrict this approach by prescribing a fixed level of effort (LOE), but when flexibility is allowed, applying efficiency modeling can give your offer a competitive edge.

When applying the capture methodology, a critical component is the Engagement Plan. Capture practitioners should outline how key stakeholders will be involved, identify the pain points or challenges they are facing, and define their objectives—specifically, what they will consider a successful execution of the procurement or acquisition.
An Engagement Plan should consist of the following:
Objectives of the Engagement Plan
Identify and engage key stakeholders and decision-makers early in the capture process.
Ensure alignment on goals, timeline, scope, and the roles stakeholders play within the organization issuing the RFP.
Gather and validate critical information, including requirements, competitors, and pricing expectations.
Stakeholder Identification and Analysis
Identify both internal and external stakeholders.
Internal stakeholders may include the Capture Manager, Solution Lead, Finance, Business Development, and/or the Account Executive.
Engagement Activities by Deal Phase
Tailor engagement activities to align with the current phase of the deal.
For example, internal strategy and shaping activities should occur during the Pre-RFP phase.
Communications Plan
Weekly updates through pursuit status meetings.
Monthly executive briefings to review the opportunity's capture status.
Develop a stakeholder call plan with specific meeting objectives and talking points.
Success Criteria
Clear outcomes from stakeholder engagements.
Timely completion and review of capture milestones.
Risk Tracker
Identify and log risks as they arise.
Document key assumptions throughout stakeholder engagement and plan execution.
Review and Continuous Improvement
Conduct Lessons Learned or After-Action Reviews (AARs) after key pursuit milestones.
Capture and document insights to inform future engagement plans.
